Serhat ULAĞLI, who was born in Kars, completed his primary, secondary and high school education in Selim district of Kars. Later, he graduated from Cumhuriyet University, Faculty of Arts and Sciences, French Language and Literature. He earned a scholarship as a result of the YLS exam organized by ÖSYM in 1993, and completed his master's degree at France's Toulouse Le Mirail University with his thesis titled “Infulance de la Litterature Sur la litterature Turque”. In 1998, he completed his doctorate study named “Image de l'Orient Turque Dans la Litterature Française” at the same university and received the title of doctor.

Upon his return to Turkey as a faculty member at Harran University and Muğla University, in 2010. For the European Union as a European expert at the Secretariat General, 2012-2016 between the Yildiz Technical University employees Serhat ULAĞL as Associate Professor at the Faculty of Arts, at Marmara University , Faculty of Communication, Department of Public Relations and Publicity, Head of the Department of Interpersonal Communication.

Continuing his social research, Ulağlı is the founding president of the organization called USOMER (International Center for Social Research) in 2018. USOMER, which includes academicians and graduate students, contributes to the social sciences literature with its monthly conferences, interviews and academic journal.
